As many employers in Ireland commence their fourth year of gender pay gap reporting, we highlight some of the recent legislative changes and flag updates employers should be aware of when commencing their 2025 gender pay gap reporting cycle. You can view our review of the 2024 Regulations here.
Mandatory Gender Pay Gap Reporting was introduced in Ireland with enactment of the Gender Pay Gap Information Act 2021 (the ‘Act’). Focus on this area has been steadily increasing with the EU Pay Transparency Directive (2023/970) which is due to be transposed into Irish law by June 2026.
The Act was followed by the Employment Equality Act 1998 (Section 20A) (Gender Pay Gap Information) Regulations 2022 which resulted in the first reports being published in 2022 by all relevant employers with a headcount of 250 or more. The Employment Equality Act 1998 (Section 20A) (Gender Pay Gap Information) Regulations 2024 extended the reporting obligation to employers with 150 or more employees.
The threshold for reporting has been further lowered pursuant to the Employment Equality Act 1998 (Section 20A) (Gender Pay Gap Information) (Amendment) Regulations 2025. The obligation to report is now imposed on employers with 50 or more employees, which results in a greater number of businesses in Ireland being subject to Gender Pay Gap Reporting obligations. This marks a continued commitment to pay transparency and gender equality in the Irish workplace.
The relevant timeframe for employers to submit their reports has also been reduced. Employers must now submit their reports in November, ie. five months from their June snapshot date. This is a change from the current six-month period.
The Minister for Children, Disability and Equality announced in March 2025 that the long-awaited gender pay gap reporting portal will be launched in autumn 2025. The portal will be accessible by the public and aims to promote transparency and access to gender pay gap data.
